some instances of usb(unplug all but kb/mouse).
Most recently, afterburner/rtss (close to test). I'd start with these instructions - eventually you'll fix it / or rule some things out, verify a cleaned folder, and test some other common causes or atleast finally produce useful logs/crash info we can work with AFTER said things were done. If it doesn't work after it is 100% clean - then you really do have other problems. Game updates applied to a modified game also do NOT update the update.rpf and other files that are typically modified and stored in a 'mods' folder. If you don't check for updates, that's ok, you do not need like the latest version of script hook v or something. the game will run in the background untill you restart, shut down your pc, or stop it with task manager. Also - the outdated menyoo is known to cause what you describe. At some point, Script Hook V will ask for an update, do not check for updates.
Locate the Grand Theft Auto V installation folder and select it. I suggest you remove your mods, verify it works as clean/vanilla, and reinstall them again 1 at a time. Launch OpenIV and select Windows under Grand Theft Auto V.
